I am visiting Sapporo Convention Center where ITU-T SG16 and relevant meetings are taking place. It is 7 years since SG meeting was held in Japan last. So this is an epoch making event for persons involved in ITU activities in Japan like me. Letfs check it out.

As you know, SG 16 has been producing many valuable standards in the field of multimedia. Thanks to standardization of SG16, various multimedia systems such as 4K and 8K television, IPTV, digital signage have been continuously evolving. In Japan, experimental broadcasting of 4K television has just started this month. 


Interviewer : What is main purpose of this meeting ?

We expect an enhancement of the video coding algorithm standardization and also e-health recommendation is one of the very important issue. We expect about 40 new recommendations to come and such kind of things are big issue in this meeting. Not only the ITU-T, but there are many international standardization bodies in the world and all competing each other on the very similar objects. I think it is good to make progress, but if there are too many different standards, it doesnft mean itfs standard, because standard means, if you have this one, you can communicate to each other easily. But if different standards are running in parallel, collaboration between standardization bodies become more important today. So we are trying to talk with other standardization bodies to make ours and their standards combine together and make a coordination together to make, hopefully, a single standards in the world.

Total number of contributions submitted to SG 16 meeting is more than previous meeting, which implies very successful meeting. There will be multimedia workshop, showcasing events and many technical sessions for multimedia standardization. Particular, the meeting place Sapporo Convention Center is well structured for holding various meetings and therefore Ifm expecting very successful and fruitful meeting results. For multimedia, we need various key technologies including high quality and high efficiency video coding, audio coding, various ways based multimedia processing and technologies including HTML5, multimedia platform development skills. Recently IoT, which means Internet of Things, application development skills, accessibility, e-health enabling technologies in other various multimedia application services development skills. Recently, IoT software development skills for providing more convenience and better life experience to people are trying my attention.

SG 16 is the group that is dealing with multimedia standard and my role in SG 16 is that of counsellor. I help the meeting move along, so logistics, but also help them with the rules and options how to do things on the most effective way. The standard can get approve and available to public. Importance of enabling persons with disabilities to participate the daily life activities was made very clear but it is also very important for them to be able to come to technical meetings. We try to do the best in order to accommodate them. We have one work item to use with accessibilities aspect. So we cannot talk about accessibility without having persons that have disability at this meeting, as they say gdonft talk about me without me g. It is something that is very important to have persons with disabilities come to this meeting. This meeting, we particularly have one delegate that is the deaf from UK. We made all necessary arrangement. So he can participate and fully express himself in the meeting. We have sign language interpreter and we also have real time captioning which is in English. Everything he said at the meeting we show up on the screen with captioning text. So everyone can read. That is not only for person with disabilities, that is useful for everyone, for example, who does not have English as the mother tongue language, sometimes it is difficult to understand what it means. Having captioning on the screen really helps life for everyone. So the aspect of accessibility because it doesnft need only for person with disabilities. It can be included for everyone.

My connection with ITU is I am a UK delegate and I have been for 5 years. 5 years ago I was also the vice-chairman of JCA-AHF, joint coordinator, action of accessibility and human factors. I think really what we need to do is to try and find out what the gaps are currently in multimedia. Also find out certain things need to be addressed. Just as the example, television remote controls with the subtitle buttons. If the audio description button is not available then blind people cannot see it. So can be anywhere on the remote control what they really need is something can feel that perhaps standardized on each remote control that would be the same each that perform effect as well. So they know exactly where it is. I quite impressed that in Japan. You have standardization for remote controls but that is not happening the rest of the world. We need to do standardize that throughout the world, we have to say. For example, blind person traveling from London to Tokyo. They would expect to see the same position of remote control of buttons. They are trying to find out without making very difficult. So they can access to television. That is very simple thing!

As we usually have in SG16 meetings, we have lots of discussions on IPTV, digital signage and the delegates are all experts in these matters. We have always fruitful discussions and become with new technologies, new standards, new work items to study. For example, IPTV work in ITU SG 16 has been carried out last 5 years and we always come up with new technologies to study. So it is always good event this SG 16 meeting. Japanese companies are always very successful in their technologies. I can see them leading companies in multimedia area and I expect them to become new technologies in the near future, as well as Brazilian companies also have some companies that are leading in multimedia fields as well.
